A Seat at Every Table Where Your Power Costs Are Decided

California’s energy policy is made in hundreds of proceedings a year across the CPUC, CAISO, CEC, CARB, and the Legislature. No single industrial company can track them all — CLECA exists so its members don’t have to.

Why CLECA

What Membership Delivers

Intervention in Every Major Proceeding

CLECA is a formal party in the general rate cases and rulemakings that set industrial rates — PG&E, SCE, Resource Adequacy, rate design, PCIA, demand response, and more. Members share the cost of expert testimony and counsel that would be prohibitive to fund alone.

Four Decades of Institutional Record

CLECA’s positions carry the weight of a consistent, technically grounded record built since the mid-1980s. Commissioners, judges, and staff know CLECA’s name, its witnesses, and its history — credibility no new intervenor can replicate.

Early Intelligence & Member Updates

Regular member meetings and briefings on rate trajectories, PCIA fluctuations, pending decisions, BIP program changes, legislative developments, and market design — the intelligence your energy and finance teams need before costs land on the bill.

Demand Response Advocacy

CLECA is the principal defender of the Base Interruptible Program — the rate credits and program design that reward members for providing grid reliability. When program rules threaten workability, CLECA files the protest.

Legislative Presence in Sacramento

Dedicated legislative advocates monitor and engage every energy bill that touches industrial rates, Cap-and-Trade, and grid policy — with direct testimony on affordability and competitiveness.

A Coalition That Punches Above Its Weight

CLECA partners selectively with EPUC, CMTA, TURN, agricultural groups, and other ratepayer advocates — assembling coalitions that command attention in proceedings where a single company’s voice would be lost.

CLECA also works to make member decarbonization achievable — through energy policy, cost-causation rate design, affordable rates, and enabling legislation like AB 2109 and AB 2182 — so the path to lower emissions runs through California, not around it.
Who Should Join

Built for Large Energy-Intensive Operations

CLECA members are typically large, high load factor, high voltage industrial electricity customers — steel, cement, industrial and medical gas, glass, beverage, minerals processing, cold storage, and pipeline transportation operations across California.

But the common thread isn’t the sector — it’s the exposure. If electricity is among your largest operating costs, if your facilities run around the clock, if your products compete against producers paying half as much for power, CLECA represents interests like yours. Manufacturers and energy-intensive operators outside our current sectors are welcome and encouraged to inquire.
